Pamayanang Nagtutulungan para sa Tagumpay - “PANATAG” PLAN
The group visualizes an active, vibrant, and self-reliant community out of Gaulan that participates along the entire immersion with the thing in mind that the tasks are not ours alone, or theirs alone but a wonderfully crafted weaving and entanglement of fine threads that altogether will be spun into a beautiful and competitive community that will mark the drastic transformation that will change the entire history of Gaulan perpetually.
In order to achieve this vision, it is most important to bear in mind that every piece of thread, no matter how thin it may be, needs the same competitive touch in order to achieve a great result. With this in mind, taking on the account this group’s Comprehensive Health Plan, it emphasizes that the group is willing to take every little step of action to address even the tiniest foreseen problem in the community to which we belong because we strongly believe that these “tiny” problems could most possibly result into a great, destructive predicament that will be impossible to be solved. So, why wait? We would just like to emphasize that the right time to start addressing these problems in our community is not tomorrow, the next day, or the days thereafter, but, no less than today, no matter how small it may be. Thus, it became one of our endeavors to show the people the possible “gigantic” effect of the so called “minute” problems the community now has. It is undeniably difficult to address all the foreseen problem in the community but through the coordination of the different sectors, prioritization has been made to attend to most of the devastating problem that might cause the demise of the community and its inhabitant’s. Therefore, it is a challenge for us and the community people to scrutinize the variable data that we gathered to come up together, hand-in-hand, with the ranking of the problems that we now have in this Comprehensive Health Plan. It is also a challenge for us to let them see that most of these project are not solved overnight but instead, it takes the careful and willing hands and heart to patiently work on the plans that all of us made, one little step at a time, without ceasing and losing hope till we reach the finish line and the baton for the race will be passed on to the next generation.
The “Pamayanang Nagtutulungan para sa Tagumpay ” plan is a four-year comprehensive and flexible plan done in joint efforts of the community and ADZU-SOM medical students about the four prioritized community problems of Barangay Gaulan, Diplahan, Zamboanga Sibugay Province. This plan will begin and/or maintain programs towards the decline, if not, total annihilation of the four said problems. It is divided into five phases with specific dates, strategies, population, resources, and evaluation indicators. This plan is designed to be a community stunning success operated mostly by its residents in order to guarantee its sustainability. Of course, this will be with collaborative efforts from the different sectors, government and non-government organizations including Ateneo de Zamboanga University- School of Medicine. Copies of “Pamayanang Nagtutulungan para sa Tagumpay” plan will be given to leaders of different groups to keep them and their members up to date with our activities and programs.
The said plan starts with the creation of “CORE” organization: Constantly Ready - the fundamental, of all groups created in the entire plan with the aim of ensuring the accomplishment and provisions of “PANATAG” plan, showcasing the virtues of selflessness, fortitude and trust. They will forefront ALL the activities of the said plan. The said organization will be composed of the Barangay Captain, who will automatically be appointed as President. The number one district councilor, in turn, will be the vice president. Secretary and treasurer position will be taken by the Barangay secretary and treasurer respectively. Then, leadership positions such as auditor, P.I.O, and Project Managers will be filled up by election. Current barangay kagawads and the core group will also gain membership automatically. The Project Managers will be in charge in managing and supervising the different departments under the CORE. Departments incorporated in the plan are as follows:
1. “Bantay Basura Brigade”
o This is responsible for the segregation of garbage and the monitoring of the purok-per-purok performances and adherence to the plans.
2. “Sustansya sa Masa”
o Seek to supervise programs aimed at combating malnutrition with emphasis on the promotion, maintenance, and carrying out of action.
3. “Healthy Baby, Happy Baby Integrated Management of Childhood Illnesses”
o This is created for the assessing, prevention, and/or treatment of common community childhood illnesses in address to such problems.
4. “Kung Sila’y Mahal Niyo, Magplano”
o Will be in charge in managing programs developed to promote and strengthen the family planning program as initiated by the Department of Health.
5. “Bantay Presyon”
o The team that will be accountable in the monitoring and administering of the different programs allotted to address the problem on the high incidence of hypertension.
Since the PANATAG Plan is a flexible plan, ideas will still be solicited from the different departments, which might be considered necessary.
All Comprehensive Health Plans will follow this basic pattern of implementation:
Phase 1 – Preoperational Phase
Ø Formation of CORE
Ø Assessment and Planning Phase; Assigning tasks to Project Managers
Ø Training of BHWs
Ø Coordination with government offices
Phase 2 – Operational Phase A
Ø Updating of the Officers and Department heads
Ø Initial implementation of the programs
Ø Proposal of ordinances
Phase 3 – Operational Phase B
Ø Update of the programs; Initial evaluation and revisions if necessary
Ø Update of proposed ordinances
Ø Implementation of additional programs
Phase 4 – Operational Phase C
Ø Update of all programs implemented
Phase 5 – Post-Operational Phase
Ø Monitoring and maintaining sustainability
And to end with, the group proposes to come up with a main approach that will strengthen the community residents and allow them to sustain the working plan even during the times when we will already part our ways. It intends to coach individuals who will persist in making plans and strategies depending upon the felt necessity of the community that will be acknowledged through surveys, data collection and analysis. This program shall be named Project Baton.
The group seeks to coach 28-35 individuals from different puroks. Barangay health workers are automatically included and the rest will be selected depending on who have shown active participation in the implemented projects during the group’s exposures. These persons will then be taught necessary information on the sustenance of the different successful programs. This shall be carried out before we leave the community. Evaluation will take place monthly through pre and post tests.
Prior to formally leaving the community by 2014, the “Passing of the Baton” valediction celebration shall take place. This will simply portray the medical students’ intention of endorsing all responsibilities of sustaining the programs of PANATAG plan to the CORE and community residents. The ‘Baton denotes the same baton being passed on in a race that symbolizes the responsibility that we the medical students will pass on to the CORE and the community people or residents which in turn they will pass on from their generation to the next in line.
